The Effects of Cabinet Shuffles on Development Projects: A Case Study on Global Education in Jordan

Based on field research into the effects of a cabinet shuffle on a “global education” development project in Jordan, this paper contributes to emerging theory on the effects of unstable governance patterns on development programs. What literature exists on the contexts and effects of cabinet shuffles has tended to focus on the experiences of “Western” parliamentary democracies; a handful of case studies, however, have highlighted the implications of cabinet shuffles and government turnovers for international development projects. International research on the effects of government turnovers suggests that providing a legislative basis for development programs helps to shelter projects from instabilities in governance, although slowing project execution. By contrast, the case study of Jordan indicates that legislation is less a factor than the level of implementation: reforms that took place at the grassroots, school, and departmental levels were more resilient than reforms at the ministerial level. Thus, this research raises and addresses important questions in strategic planning of development programs in contexts where stability in governance cannot be taken for granted. The findings have practical implications for project implementation strategies and may help to insulate development projects from the adverse effects of cabinet shuffles and related changes.

En s'appuyant sur une étude de terrain portant sur les effets d'un remaniement ministériel sur un projet de développement concernant « l'éducation mondiale » en Jordanie, cet article apporte une contribution à la théorie émergente des effets des structures de gouvernance instables sur les programmes de développement. Le peu de littérature sur les contextes et les effets des remaniements ministériels porte plutôt sur l'expérience des démocraties parlementaires occidentales. Un petit nombre d'études de cas a cependant montré les conséquences des remaniements ministériels et des changements de gouvernement sur les projets de développement internationaux. Cette recherche indique que la mise en place d'un cadre juridique pour les programmes de développement les aide à se prémunir des aléas de gouvernance, bien qu'elle ralentisse leur mise en œuvre. Par contre, le cas jordanien montre que la législation est moins un facteur que le niveau de mise en application : les réformes introduites aux niveaux inférieurs, dans les écoles et dans les départements sont plus flexibles que les réformes appliquées au plan ministériel. Cette étude interroge et discute plusieurs points concernant la planification stratégique des programmes de développement dans des contextes où la stabilité de la gouvernance ne va pas de soi. Ces résultats ont des implications pratiques pour les stratégies de mise en œuvre de projets de développement et pourraient aider à les prémunir des effets néfastes suite à des remaniements ministériels et à leurs conséquences.
