Tourism Policy Development: The Malaysian Experience

The aim of this paper is to trace the historical development of tourism policies in Malaysia from the mid-1970s through the 1990s. The inception of relevant policies underpins the realization of the full potential of tourism as an industry in the country. It begins with the justification of using tourism as an agent of change in Malaysia's drive toward diversifying its economic base. This research note uses secondary data, including information gathered from in-depth interviews with policy makers. Findings suggest that the Malaysian government played a proactive role, especially during the mid-1980s, when policies to engage in new emerging markets were implemented to address declining tourism due to external factors.

L'objectif de cette contribution est de retracer le développement historique des politiques touristiques en Malaisie depuis le milieu des années 1970 jusqu'aux années 1990. Le début de ces politiques a renforcé la prise de conscience du potentiel touristique comme une activité économique du pays. Elles débutent par la justification de l'utilisation du tourisme comme un agent de transformation dans la quête d'une diversification économique en Malaisie. Cette note de recherche utilise des données secondaires ainsi que des renseignements recueillis durant des entretiens menés auprès de décideurs politiques. Les résultats montrent que le gouvernement malaisien a joué un rôle proactif, en particulier durant le milieu des années 1980, au moment où les politiques de développent de nouveaux marchés ont été mises en place pour contrer le déclin du tourisme provoqué par des facteurs externes.
