Assessing Mobility Conditions in the West Bank Territory Using Geographic Information Systems: The Case of the Bethlehem-Ramallah Route

This article analyzes and assesses the impacts of Israeli-imposed physical obstructions on the mobility of Palestinians in the West Bank, using a case study focused on the Bethlehem-Ramallah route. These physical obstructions or mobility restrictions, introduced in the form of a matrix of checkpoints and barriers in the West Bank territory, arguably have negative implications for the articulation of a sustainable Palestinian state. The research methodology adopted is built through deliberations on available data sources (literature reviews, published reports, fieldwork investigations, and mapping interpretations using geographic information systems, or GIS). The findings show that in terms of both time and distance, the route Palestinians are forced to take to commute between Bethlehem and Ramallah is twice as long as the route that they could take if there were no mobility restrictions. Furthermore, if all checkpoints were closed, or if the Israeli E1 Plan were implemented, no travel at all would be possible, and the northern parts of the West Bank would be completely cut off from the southern parts.

Cet article mesure et analyse l'impact des obstacles physiques imposés par les Israéliens sur la mobilité des Palestiniens en Cisjordanie, à travers l'étude du cas du trajet entre Bethléem et Ramallah. Ces obstacles et ces restrictions de la mobilité forment une matrice de postes de contrôle et de barrières sur le territoire cisjordanien; ils ont sans doute des implications négatives sur la possibilité de la création d'un état palestinien viable. La méthodologie employée s'appuie sur les données disponibles : comptes-rendus de lecture, rapports publiés, études de terrain, interprétations cartographiques basées sur des systèmes d'information géographique SIG. Les résultats montrent que les trajets que les Palestiniens sont obligés de prendre entre Bethléem et Ramallah sont deux fois plus longs, en temps et en distance, que les trajets qu'ils pourraient prendre s'il n'y avait pas les restrictions de mobilité. De surcroit, si tous les points de passage étaient fermés, ou si le Plan israélien ≪ E1 ≫ était mis en oeuvre, aucun mouvement ne serait plus possible, et les parties septentrionales de la Cisjordanie seraient complètement isolées des parties méridionales.
