Post-War Beirut: Resources, Negotiations, and Contestations in the Elyssar Project

Among the major urban projects arising out of post-war reconstruction in Lebanon is the Elyssar project, planned to reorganize the southwestern suburb of Beirut—an area largely inhabited by lower-income Shiite Muslims and known for its illegal housing and informal commercial activities. The dynamics of the Elyssar project bring together three sets of actors: the state and the two main Shiite political actors, Amal and Hezbollah. This paper uses the concept of governance, with a focus on issues of transparency and negotiation, to examine the dynamics of relations within the board of the Elyssar project and between those actors and the residents of the targeted neighbourhoods. At first reading, the project seems to epitomize good urban governance, since state agencies and political actors representing the interests of the residents are involved in project decisionmaking and implementation. However, this paper shows that, in reality, these governance processes are characterized by controlled access to information and opaque negotiation procedures that do not make for good governance at all.

Parmi les projets urbains importants de la reconstruction d'après-guerre au Liban est le projet Elyssar, conçu pour réorganiser la banlieue sud-ouest de Beyrouth, une région habitée majoritairement par des Chiites aux revenus modestes, et connue de par son habitat illégal et ses activités commerciales informelles. Les dynamiques du projet Elyssar font converger trois groupes d'acteurs: l'État et les deux principaux acteurs politiques Chiites: Amal et Hezbollah. Cet article utilise le concept de gouvernance, en se concentrant sur les questions de transparence et de négociation, afin d'examiner d'une part la dynamique des relations dans le conseil même du projet Elyssar, et d'autre part entre ces acteurs et les résidents des quartiers concernés. À première vue, le projet semble incarner une bonne gouvernance urbaine, puisque les institutions étatiques et les acteurs politiques qui représentent les intérêts des résidents sont impliqués dans la prise de décisions et leur exécution. Cependant, ce travail montre qu'en réalité, ces processus de gouvernance sont caractérisés par un accès surveillé à l'information et par des procédures de négociations obscures qui ne contribuent pas du tout à une bonne gouvernance.
